Following the call by Essex Police to review the licence of Billericay pub, The New Mayflower, the review hearing will be held at 7pm on Thursday 8 March at St Johns Church Centre, Outwood Common Road, Billericay, CM11 2LE.

In short, the brewery is required to install a new landlord (BBW understands the previous landlord had had his agreement terminated prior to the hearing), has had its operating hours reduced and will be fitted with a noise limiting device.

The Licensing Sub Committee added conditions to the premise licence as follows:
ReplyDelete1. All licensable activities to cease at 2300 hours daily.
2. The premises to close by 2330 hours daily
3. The garden to close at 2200 hours daily
4. Smokers are not allowed to take drinks outside after 2200 hours daily
5. Christopher John shall be removed as Designated
Premises Supervisor (DPS).
6. Doors and windows shall be closed at all times that
regulated entertainment is taking place, except for ingress
and egress.
7. The Premises shall operate a ‘Challenge 25’ policy and
appropriate signage will be displayed.
8. All drinking glasses provided for public use will be of
toughened safety glassware.
9. Children under the age of 18 shall only be allowed
admittance to, and to remain on, the premises if
accompanied by an adult.
10. Close circuit television and video recording
a. A CCTV system incorporating recording will operate
throughout the whole of each period the premises is
trading.
b. The system will include coverage of all public entrances
and exits from the premises and any other area agreed
with the Police.
c. The system will provide for recording of all cameras
simultaneously and recordings will be made for the whole
of each period of trading.
d. The recordings will be kept for a minimum period of 31
days before over-recording and will be provided to the
Police upon request.
11. Except for recorded music, when the provision of regulated entertainment is provided, there shall be no less than two Security Industry Authority registered door persons on the premises from 21:00hrs until close.
12. Notices shall be displayed by every public entrance/exit to advise customers when leaving the premises, to do so in a responsible way so as not to cause a nuisance.
13. A personal licence holder shall be present on the premises whenever regulated entertainment is being provided and, in any event, on Fridays and Saturdays from 19:00hrs until the premises closes.
14. All front of house staff shall be trained in Responsible Alcohol Retailing, particularly in the identification and understanding of the Four Licensing Objectives under the Licensing Act 2003. These staff to understand the law and practicalities of Underage Sales of Alcohol and Serving Drunks. Written training records will be kept and will be produced upon reasonable request to a Police Officer or authorised Officer of the Licensing Authority.
15. Training shall be refreshed every six months and records will be kept of all training undertaken by staff for not less than twelve months. These records shall be made available upon reasonable request to Police and local
authority officers.
16. The premises shall maintain an incident book and a
refusals book. These shall be made available upon
reasonable request for inspection to Police or local
authority officers.
17. All amplified music shall be played through a noise-limiter, the level of which shall be agreed with Essex Police and the local authority.
18. The Premises Licence Holder will create a designated
smoking area in consultation with police and/or
environmental health officers
